We moved into our new house a year ago and really enjoyed the place. However there is an apartment building next to us and every week we hear loud noises coming out from their building, along with smokes coming out from their chimney. It gets unbearable when we sometimes stayed at the courtyard.

We’re wondering what machine is this connected to and why is it making so much noise? Obviously it’s not a fireplace haha, we’re wondering if it’s for basement ventilation or not. But if that’s the case, wouldn’t the machine be running 24/7 instead of only occasionally?
Is there anything we can do about that noise? Like approaching the council or should we just ask their strata manager directly? Are there also any guidelines or requirements on how often the machine can run, and the maximum noise it can exert to the neighbouring area?
