Splitter or duplex ??

Hi, I am looking to buy an carry out my first development in January if the correct site becomes available (splitter site), If the required site fails to become available, would any of you recommend building a duplex instead, just to get the ball rolling before the splitter site to comes onto the market? for reference I am a builder.
