I feel like a dummy as I am having difficulty understanding the order and the steps of the development process. If the new zoning is NRZ, only dual occupancy is allowed. Both the following properties are under the new NRZ

the property was sold in October with plans and permits. I am assuming those plans and permits were obtained before the July date when the new zones came into effect.
Then, I am alerted to this application submission in December for 5 townhouses.

Is this a different type of application needed, even though it says it is a planning permit, (is a planning permit different from a development permit?) is it different from what must have been approved before the sale as it was advertised as “ development site complete with plans, permits and working drawings” I would understand if it said it was a building permit application or perhaps you need a subdivision application separate from a planning permit! Sorry …I am lost! Hope someone can explain to this newbie. Thanks
