Has anyone painted a terrazzo floor and survived, how much and how does it go for wear and tear??

I'd recommend getting someone to regrind & polish it – it is all the rage (just like polished concrete).
Try a crowd called Thermoglaze – http://www.thermoglaze.com.au
They do tile resurfacing so perhaps they can help.
