Building Surveyors

I have been advised that to get a building permit it can sometimes be quicker and easier using a building surveyor who has the same authorites as planners at council.

can anybody shed some light and does anybody know any good ones out in the ringwood / croydon area?

Also wondering what the cost differential would be by going down this path instead of just going through council? might be worth it if it speeds up the process.
