Q’s over Leaseholds

Hi all, (firstly excuse my ignorance as I know this is a very basic question). I found a residential property with a leasehold on it. The leasehold is for 30 years with 10 years left, property needs to renovated….2 Q’s
1)Would the lease be most likely with the local council or gov’t? I assume this mean that the lease could easily not be renewed from their perspective?
2)Would I be mad to renovate knowing this?
