Could someone please clarify the situation about spotters’ fees? If I was to source a potentially lucrative (ie positive cashflow) real estate deal and then pass the information on to someone who wanted to carry the deal through to completion (wrap, lease-buy, flip, or whatever), would I be entitled to charge a spotters’ fee for this? Or is this (as I’ve heard it may be) illegal?

Depends on which State you are referring to.

Suggest you check with the local OFT or relevant body in your State.
