    Firstly go the the council and talk to the town planner on duty and discuss if the subdivision can be done before spending any money on consultants.

    Once you have an understanding of thier planning laws and you can do it go and see a surveyor or town planning consultant or architect for help in preparation of the development application.

    To add to list or remove some intial steps, in my area
    1. not really needed as the surveyor will usually do a contour and detail survey showing fences etc and there offsets to boundaries for concept design.

    You can get it done but be prepared to pay extra $500. Get it pegged at completion when fencer needs it and then good chance they won’t be knocked.

    Make sure builder has final survey report done for final inspection by council before handover.
