I assume that you are on the high side of the retaining wall.If your neighbour has dug his land out and that is why the retaining wall was built, then it should be on his side. If your side was built up, then it should be on your side. Tools

Deductibility boils down to the use of the funds. If you redraw 50,000 you will pay interest which will not be deductible. If you borrowed this money for your deposit, the same would apply.
