Hi Sam.
Your PM could send the tenants a "please explain" about the unusually high water bill.
PM might also mention that the landlord will be factoring in all costs when reviewing rent level at the next opportunity,
and any cost savings will be appreciated etc etc.
Has someone checked the place for leaks or leaking pressure relief valve on the HWS ?
How soon can u instal a meter and start charging them ?

Suggestions
Visit the REA and have a friendly chat.
Maybe pay them to at least instal a tenant for you then you self manage thereafter.
Most REAs don't want reluctant captive landlords, they can be more nuisance cost and trouble than they're worth.
Bear in mind you signed an agreement, and you'd probably complain if they didn't honor it.

It's a Police matter and not grounds to break a fixed term lease.
You could do a deal if you want but you don't want to be out of pocket for tenant changeover costs and rent.
They may need an AVO if they can justify it.
As a landlord you could look at improving home security, like screens, sensor lights, lock the elec meter box and water mains valve.
Tenants could instal an online camera inside a back window.
Perhaps a dog from the pound needs a good home and doggie door, and dog access to front and back yards ?

Like " location location location" , in Property Management it's "Tenant Vetting" followed by knowledge of PM best practices.
Suggest you search the Forum and read all the warnings and "how to" postings about self management.
Perhaps a good PM for your first property would be like insurance.

(RTA) Residential Tenancies Act is State legislation which governs residential tenancy matters in NSW, not commercial tenancy matters.

Congrats on finding one you like. Chef skills will make a big difference, especially with breakfasts, not to mention dinners.
Few B & B motels apply chef level skills to breakfast so you can become a legend in that area.
I often cook the breakfasts at our motel in Wagga, they turn out ok but they never look like a chef's effort.
Hope the extra investment in time and $ of opening the dinner options can pay off.
You'd probably be taking some market share from other motels by opening dinners, that's how it goes..
Where are you up to with the purchase and can u tell us a bit more about it yet ?
