There is no exscuse for not cleaning up after a job is completed – basic house keeping is good PR and good Health & Safety practice. The plasterer probably put the bag in the other room so it was not under foot and forgot it.
As for the electrician or any other tradey, a cheap hourly rate will be made up on materials – the good old swings & roundabouts theory.
Your best bet is to get a written quote for the whole job.

A bit of an update
Have spoken with the owner next door & got a No Go on the easement.
Very frustrated as we are talking about 4 meters
So now l get to tackle the railways – not looking forward to this due to delays & costs.
The moral is: Talk to your neighbors about your plans before you part out any money to councils or civil engineers

Your understanding is correct, there is no loss to him as I would pick up any costs. Only vegetation is grass & blackberries. We are on nodding terms as far as neighbors go – no feuds or BBQs. His was the only enquiry during the advertising process and he commented to the civil engineer then that the last thing he needed was another easement!
I am trying to cover all my bases before I broach the topic.

another way to test stumps is to whack them with a hammer, the ones carrying weight will ‘ring’, the rotten ones will sound ‘dull’. been there done that – i restumped my renovators opportunity myself
