    With that kind of investment I suggest go North or West. Find a block where you can RETAIN the existing house and build one or two at the rear or side(if a corner block) go to an area where the Victorian Council is development friendly and will issue a permit fast. There are Councils which could take 2 years and give you a headache. We have clients who have built a small portfolio of such type of developments.

    Hi James, There are far too many questions to answer Each topic has its own criteria.
    Eg How do you know the site will be zoned a Growth Zone. Kingston’s proposed zoning maps has NOT been approved ny the Planning Minister as yet. How many units can you get. Check out a typical RGZ site which will give you data on the site coverage, height allowed, setbacks. From those parameters one can work out the footprint. What is key to this is the number of cars you can fit in and the matter of vehicular access is crucial. If you are going down check out the water table- I feel that will not be an issue for you but going down requires ramps unless you use a car lift. Costs- If a basement is proposed allow about $1300/sqm and above ground anywhere in the $2000 + mark should be safe depending on finishes.Will you get finance. That will depend on how much you put in and funders may require pre sales and more so for someone venturing into this game. There is more to development that a dream- think of risk, sales, expertise, councils, tax, gst….. its exciting and worthwhile. Do you numbers first and then get into the emotional side Good luck

    New residential zones being considered by Planning Minister Matthew Guy risk pushing up house prices dramatically in Melbourne’s most expensive suburbs, and depressing land values in less wealthy areas, according to a letter penned by 35 of Victoria’s most senior planners and consultants.
    The letter, submitted as part of a review of residential zones set up by the minister, argues that vast tracts of inner and middle Melbourne could soon be protected from medium-density development.
    Victoria’s councils are midway through amending their planning schemes based on three reformed zones: growth, general and neighbourhood.
    The neighbourhood zone limits all development to single dwellings or dual occupancies and introduces a mandatory height limit of eight metres. Previously, councils could allow taller developments.
    All of Melbourne’s inner councils have applied as part of a process launched by the minister to dramatically restrict high-rise development in their areas in all but a handful of locations.
    Some councils, such as Port Phillip, have asked the minister to allow medium and high-density development in a tiny 1.2 per cent of their areas.
    Many others, including Yarra, Boroondara, Maribyrnong, Stonnington and Bayside, have asked for similar restrictions on where apartment towers can go.
    The group of planners says the proposed reforms to what types of houses can be built where are “the single greatest change to the strategic and statutory planning system in Victoria for a generation”.

    Assessing a site today for developer builder in Whitehorse Council area. We can get 4 good sized units Return will be in the low 30%. Whitehorse has earmarked the site to be a NRZ if the Minister signs off which will then restrict to a dual occ if approved. We are lodging our Town planning Application next week in a great rush as the transitional provisions will protect us. Currently site a General Residential Zone. Will Councils make a difference to property prices in Melbourne?

    A classic example of what I mean. Client wanted to develop three units under the old Res 1 zoning in Nillumbik Council which would deliver a good 25% return . Recent rezoning made site a Neighbourhood Residential Zone which would only allow a Dual Occ. The return is not worth the exercise as he bought recently and to demo existing house to replace with a new house does not stack up.There are about 15 Councils who are yet to have their zoning maps approved. Make hay while the sun shines!

    Good stuff Oscar. You are on a winner. Epping is the next HOT area in Melbourne with Council putting in place a Structure Plan to allow medium to high density. But yet to be approved by the Minister. We have got planning approval for 4 units on 428 sqm land all the units are 3 storey with roof garden and one car space.Now going to construction. We then did the same for the next block! Two other lot were approved- one last week s- 9 units on under 800 sqm and 4 units on about 600sqm. Very challenging Planning Permit Applications as neighbouring lots have detached single level houses causing all kinds of neighbourhood character issues and objections. One went to VCAT two went to full Council meeting! But happy ending. Will we try again hmmm…. Sorry cant put up pics.

    Hi Grant,

    I trust you have got your Application into Whitehorse Council by now. If not check to see what the future zoning will be (Whitehorse is yet to have their zoning approved by the Minister) If its GRZ then that’s good. If NRZ you will be restricted to two units. I got 3 units on 15m wide x 42m site/ It faced a Main road so turning circles were critical for Vic Roads. Check to see where your LPOD is as Whitehorse often has its stormwater discharge point away from the site. With a 55m depth and if the orientation is good, then 3 good units are a goer. Mine had three storey units.
