Can you not simply hold back settlement if they have given vacant possession? Typical contracts do have clauses on vacant possession however am not sure if you can hold up settlement over it.

HECS stands for Higher Education Constribution Scheme and as stated is the fees you pay to attend university. Rates are different depending on which course you do (at least it was when I finished about 7 years ago). Good point Dan, the little halogen lights can be bought for around $15 each including transformers and really look great when you have a few in select locations. Good for highlighting features as well. Cheap and very effective!!
