Where is the house you are talking about, state and suburb.
If council permits you can build a duplex on that block, depending on the existing property the demolition cost will vary, 16m frontage is not to bad to subdivide aslong as you make the most of the block and drawup a nice set of plans. As far as I know 10% is only a nice round figure that the agents insist on, I bought a property in Sydney with no deposit, you can put a deposit of as much or as little as you want as long as the vendor agrees to it. Where is the house located, ie what state and city?
By the sounds of what you are saying you are buying of the plan from a builder, If you need to borrow the deposit aswell I would not buy unless the property was completed, unless you can negotiate another deposit amount, maybe $1000, or an amount that you can afford to put down.
