talk to a local real estate company they can get that info from rp data.
The council will give the da cc date but you have 5 years to build.
the council should have given an occupation cert and will have a date but this may have been archived.

I think you need to do the last thing I sugested and have a chat to a couple of accountants or even your bank(which ever one) financial advicer to structure your affairs.
Buying property in one persons name leaves you to open for attack from creditors for my liking.
especialy for litigation and false insurance claims.

The insurance hasn’t got anything to do with lvr.
Lvr to me is loan to value ratio.
Ie value of property and the loan being a portion of that value.
