Selling with planning permit or building permit aswell?

Hi Guys, I Have a corner block with an existing house on the front, I currently have a planning permit to build a 22sq home on the back. Orginially my plan was to build the home on the back sub divide and sell both properties off. But my circumstances have changed and i would like to sell the block as is. Now my question is, is it better to sell with just the planning permit or with planning & Building permit? Also is it better to sell with a tenant or without? Thanks
