is it possible to find out the owner of an unoccupied house to see if they are interested in selling?

In VIC you can find out for about $17 by clicking on the titles & property certificates button on this page;

You want to do a title search (order a certificate of title)

There is a button at the top of each thread category.

In Qld a quick Title search thru The Dept of Natural Resources will give you the registered owners details.

Any suggestions for NSW?
You can use RP data or Buy the title for that particular property in Land titles office. just google land titles in NSW.
