When council releases land for residential development, does it mean:
A. The council sells the land to developers
or
B. The council only rezone the farmland or industrial land to residential
and let the private owners and developers sort themselves outI mean, can an indivisual acquire the land firstland instead from a developer, given that I will subdivide later myself anyway?

B council rezones the land, the owner benefits by being able to develop or sell the land englobo.
