    I want to move in my property on licence fee should i pay council fee,water tax and land taxes.

    Usually solicitor doing the conveyance for your property purchase works out your portion based on time left as it would be unfair to have to pay the lot. As an example its unfair if you were expected to pay for the whole year of council rates if say 2 months were left on say the council rates. Water rates are billed every 3 months and you pay a service charge which is different to excess usage.
    You also need to get the electricity and water meters put into your name and possibly a meter reading done.
