I've bought a "house" in country NSW which has been used as a Country Women's Assoc. meeting hall and child care centre since the sixties. It's essentially a house with kitchen, toilets, running water etc. but has been classified by the local council as a "meeting hall". I understand the need to to change its classification to a dwelling with the local council but do I need to get a BASIX certificate? They say I do but I have been told by others I don't unless I spend more than 50K on the place. I'll eventually upgrade the facilites and get the hot water on but I don't intend spending more than about 20K on upgrading the place over the next year. I would appreciate any information on this – I cannot find the info I'm after on the BASIX site. Many thanks, Brett.
There are 2 questions that you need to address: firstly -what is the zoning? Do you need to rezone it in order to live in the property or does the current zoning permit such a usage? Are there other uses within that zoning which will give you a better return on the premises eg commercial? Secondly, speak to an independent town planner with regards to the Basix requirements, gut feel is that you won't need to comply as it is an existing building.
