Restumping/Re-level and Rewiring work in the northern suburbs

I am renovating for the first time, one of the first few things i needed to get done is restumping/ levelling and rewiring.  Property is in moonee ponds.

Restumping/levelling can be a nightmare, but i guess i need to do it at some stage. How do i determine if the person/company is good at what they are doing??

Can someone please recommend me a good electrician that they've used before? I've got a list of points/ power points that i need in each room. Is that all i need to get a quote or contract? Any advise on what i need to look out for would be appreciated.
