Steps prior to making an offer

Hi

i've never bought property in Australia before, so i'm unsure of the steps

i want to make an offer on a property…

so far, all i have is a report showing sale prices in the local area

do i need the strata report prior to making an offer? if so, how much does that cost?
is a strata report the same as a surveyor report?

what else do i need to consider/obtain before making an offer?
