need help

Hi I’m 26 yrs old married with one child I’m a soldier and have been for 2 and a bit yrs.
When I was young I didn’t put to much value on money as I had a job and what seemed like a lot of money and there were plenty of companies that would lend you the money.I made a lot of bad choices and to this day are still paying for them.
No matter what I do I cant seem to get ahead of my commitments and every time I start to something pops up and puts me back to square one.
I have a bad credit rating and have tried to comsolidate my depts on several occasions but no one will help me.I owe about 25k and earn 40k gross the problem is the interest rate on the major loan is very high and I’m paying about 70% of my pay a fortmight not leaving anything to save or pay off extra.I’m at my witts end and if I dont consolidate now I wont be able to start saving for our futures
