rental properties in caravan park

I wonder if you could help me with the following queries:

– Would the owner of the property liable for any council fee beside paying a fee for the site.

– would owner be reliable for tenant’s utility usage such as water ?

– Rather than buying a rental property in a caravan park, would buying a mobile home and putting it the caravan park a better idea ? What are the catches ?
